To be eligible, nominees must (1) have non-profit status or a fiscal sponsor, (2) primarily serve the Syracuse / Central New York area, and (3) have a mission focused on this year's funding priority: Small Business and Local Economic Development. Members can submit multiple nominations.

Neighbors of the Onondaga Nation (NOON) is a grassroots organization that recognizes and supports the sovereignty of the Onondaga Nation. A program of the Syracuse Peace Council, NOON supports the right of Indigenous Peoples to reclaim land, and advocates for fair settlement of any claims which are filed.
